Who is doing all those donuts with their cars leaving tire marks all over the town, especially Christmas Circle?

One car went into the Circle and hit a tree, another went over the front of the Borrego Sun doing some damage. If this is not stopped soon, somebody is going to be badly hurt, and the noise is disturbing people late into the night.
