Water Penalty Fees in Coachella

The Coachella Valley Water District was the only one of the Valley’s six water agencies to impose penalty fees for excessive water use. Approximately three-quarters of the CVWD’s customers have stayed within their water budget while the remainder have been paying penalty fees for exceeding those budgets.

The Coachella Valley Water District is now considering additional steps to encourage conservation, including even higher penalty fees for excessive users, more funding for grass removal and smart meters, restrictions on when to water, and greater enforcement of rules already established.

CVWD is mandated by the state to cut their water usage 36 percent and the agency’s customers have only attained 26 percent, with just five more months to go.

The State Water Resources Control Board is able to fine agencies that fail to reach their mandates, up to $10,000 per day. All six of the valley’s water providers have failed to meet their mandated reduction goals overall- in these first four months of state-mandated conservation.
